View Comments TOMS RIVER - A Seaside Park man, who is a convicted sex offender, has been charged with failing to register his updated home address with police under Megan's Law, police said in a news release. Thomas Lockhart, 61, was arrested Tuesday after an investigation revealed he was living at the Desert Palm Motel in Seaside Park and then allegedly moved without informing authorities, according to Ocean County Prosecutor Bradley D.
