Featured: Making ADU Development Equitable in California
Persistent housing shortages in California and the resulting high housing costs prompted state lawmakers, starting in 2016, to pass a series of laws legalizing and facilitating the construction of accessory dwelling units (ADUs) in the state. Thanks to this more hospitable legal and financial landscape, ADU permitting and construction have expanded rapidly in California in recent years. On August 26, 2022, the Terner Center and the Casita Coalition, hosted a webinar to discuss the findings of a recent report showing racial and economic barriers to equitable ADU production, with panelists offering strategies to reduce inequities.

In the leadership message, director of PD&R’s International and Philanthropic Affairs Division Cynthia Campbell discusses the recent signing of the New Leipzig Charter by European Union member nations. The first Leipzig Charter was signed in 2007, and its successor, signed this November, focuses on three dimensions: the just, green, and productive city. Campbell further explains her impressions of a session, held during Germany’s virtual Urban National Conference, that focused on applying the charter internationally.
