Officers finished a first inspection of the property in the 1000 block of Lincoln Street at roughly 4:15 p.m. following the report of a man's body there earlier that afternoon, according to police.
The arrests are the result of a two-year investigation that involved the IRC Sheriff's Office in cooperation with the U.S. Drug Enforcement Administration, Homeland Security, the FBI, as well as the Fellsmere, Sebastian and Vero Beach police departments.
