Pre-dawn July Fourth fireworks ignited material in a large plastic dumpster tucked into the carport beneath the Heidi Manor apartments in Northeast Portland and set the wood-framed complex on fire, killing two men and leaving one woman critically injured, a Portland fire investigator said Friday.
