In a special meeting held Wednesday, Jan. 31, the Homer Planning Commission passed a majority 6-1 vote against approving Doyon, Limited’s application for a conditional use permit to develop the former Lighthouse Village site.
City code permits allows a developer to create a planned unit development (PUD) with “flexibility” in restrictions or guidelines in code or the Comprehensive Plan most projects must follow. In other words, it is a giant loophole for developers.
Decisions on the proposed development at the former Lighthouse Village remain forthcoming.

Betty Jean Zartarian Duke, 72, of Henrico, VA went to be with the Lord on Thursday, October 5, 2023 at Memorial Regional Hospital. She was preceded into heaven by her parents, Mushak and Alice Zartarian. She is also preceded by her step-mother, Ruby Zartarian. She is survived by her husband and soulmate of 23 years,
