Mainstream Mainstream, VOL LIX No 7, New Delhi, January 30, 2021 Transition From Communism To Capitalism – Central Asia Faces Challenges For Achieving Political Democracy | R G Gidadhubli Friday 29 January 2021 by R.G.Gidadhubli Three decades have passed subsequent to the breakup of the former Soviet Union in December 1991 when five Central Asian States attained their sovereignty. In fact they were the last among the 15 former Soviet Republics to declare their independence. This was mainly because looking back into history they were beneficiaries of seven decades of Communist system of the former Soviet era being transformed from historic backwardness to development, political security, stability and socio-economic development. The objective of all the former Soviet States was to bring about transition from the former Communist System to Political Democracy. It is a matter of great significance to understand as to how far Kazakhstan and Kyrgyzstan of the Central Asian States (CAS) have achieved in their objectives.

The first parliamentary elections since President Kassym-Jomart Tokayev came to power, they represented an important occasion to elect a new parliament which will help guide the future direction and further reforms of the country in all spheres. Local elections (maslikhats) were held concurrently and incorporated for the first time an important innovation as they were held based on party lists (as opposed to the single-member system). In party list systems, seats in parliament more proportionally match the number of votes each party receives, a move that President Tokayev says will “enable parties to strengthen their position in the country’s political system”.

According to the voting results, 21 Majilis deputies abstained during the voting. As the head of the People's Party of Kazakhstan faction, Aikyn Konurov, said, today the faction cannot support the proposal to keep Askar Mamin, as well as members of his cabinet. “In your first state-of-the-nation Address, you announced transition to the concept of a “listening state” in terms of establishing an effective system of communication with the population and business. At meetings with voters, people complain more and more that the Government and local executive authorities began to formally treat their work. Their problems are no longer noticed behind the figures of reports. Ministers and some akims fence themselves off from the people. This leads to misunderstanding, and in some cases discontent, growth of social tension,” said the deputy, addressing President Kassym-Jomart Tokayev, who was present at the meeting.
15 Jan in 14:40 Kazakh Prime Minister Askar Mamin's Cabinet has resigned following the parliamentary elections in the country. In a statement, the Kazakh Presidency said that under the constitution, President Kassym-Jomart Tokayev signed a decree on the continuity of the current Cabinet members to fulfill their duties until the approval of a new government in the country after the parliamentary elections, Anadolu Agency reported. The ruling Nur Otan Party, led by former President Nursultan Nazarbayev, swept the parliamentary elections held Sunday with nearly 72% of the vote. The Kazakh parliament has a Senate and a lower chamber. The Ak Zhol Democratic Party obtained 10.95% of the vote, followed by the People's Party of Kazakhstan with 9.10%. While the number of total voters stands over 11.91 million, the turnout rate was 63.3%.

"The First President of Kazakhstan is taking part in a meeting of the parliamentary faction of the Nur Otan party," Elbasy's press secretary Aidos Ukibay twitted. "During the meeting of the faction, the Chairman of the Nur Otan party proposed the candidacy of Nurlan Nigmatulin for the post of the head of the party's faction in the Majilis of the Parliament," Ukibay said.
