Ce glissement sectoriel de l'emploi, de l'industrie, qui perd 70.000 emplois durant cette période, vers le non-marchand, met cependant la croissance de la productivité et les finances publiques sous pression, met en garde l'économiste Philippe Ledent, auteur de l'étude.
