Introduction St. Louis County, MO is seeking proposals from qualified consultants to develop the County’s first Comprehensive Plan since 1980. “St. Louis County 2050: An Equitable & Sustainable Comprehensive Plan” will chart a path for the state’s most populated county that expands socio-economic opportunity and addresses the challenges presented by global climate change. This plan will incorporate traditional planning components and innovative comprehensive planning mapping tools to facilitate development decisions that further long-range goals. The County requires a consulting firm or team with experience and passion for managing inclusive community engagement and for fostering creative solutions to modern urban planning challenges. Community visioning and recommendations deriving from the Comprehensive Plan will provide a foundation for all other community strategic planning. St. Louis County demands a Comprehensive Plan that supports a forward-thinking community characterized by its desire for equitable and sustainable growth. Deliverables Respondents will provide the following deliverables over the course of the project contract. These deliverables will inform and make-up the Comprehensive Plan, informing St. Louis County development decisions through the year 2050. Planning Process Facilitation Equitable & Sustainable Comprehensive Plan Document Interactive Comprehensive Plan Mapping Tool Plan Adoption Plan Implementation Plan Tentative Schedule The following schedule identifies the selection timeline. Any changes in schedule will require notification on the St. Louis County website. St. Louis County Releases RFP: December 22, 2022 Questions/Comments and Experience Survey: January 31, 2023 Mandatory Pre-Proposal Meeting: February 8, 2023 Written Proposals Due: March 17, 2023 In-Person Oral Presentations: April 28, 2023 Tentative Award Contract: June 30, 2023
