Troy budget adopted, garbage plan postponed a year

TROY – The City Council approved a 2021 spending plan Tuesday but implementation of the pay-as-you-throw garbage system was postponed, officials said.
Mayor Patrick Madden said he is pleased overall with the budget approval, though disappointed in the delay in the garbage disposal plan. However, he said he will work toward getting it in place for 2022. In his statement, Madden stressed the importance of working out a solution to solid waste management in light of shrinking landfill space and higher fees for disposal.
“Significant progress has been made to implement financially and environmentally sustainable policies and programs in our community, but more work remains ahead to reduce waste generation and increase reuse and recycling in the Collar City.”
