PLANNING WATCH-On Monday I read Judge David Carter’s 110 page legal decision and judicial orders regarding homelessness in Los Angeles, mostly in Downtown LA ‘s (DTLA) Skid Row (LA ALLIANCE FOR HUMAN RIGHTS, et al. v. CITY OF LOS ANGELES, et al.).
This suit was initiated by the LA Alliance for Human Rights, an organization representing downtown property owners and residents, but not such prominent homeless advocates as LACAN. Judge Carter’s opening sections offer a detailed account of residential racism in Los Angeles, especially how elected officials used the LAPD to maintain LA’s Skid Row homeless containment zone.  For anyone who wants to learn this history, Judge Carter’s decision is an excellent and accessible read.  ....

Orange County’s next supervisor will be elected March 9, ending a hotly-contested campaign to fill the Board of Supervisors’ vacant District 2 seat.
As voters prepare to make their voices heard, The Epoch Times is recapping candidates’ views on a range of topics, including homelessness, crime, and the ongoing pandemic.

Moorlach: “I would like to pick up where I left off. I will bring my state experience and work with Projects Homekey and Roomkey. I will encourage the use of the Orange County Housing Finance Trust created by AB 448, legislation that I co-authored. I will also work with the Commission to End Homelessness, the county, the nonprofits, 2-1-1 and now CalOptima and Be Well/Mind OC, to address this crisis.” ....

Voters Weigh In on Orange County Supervisor Election
HUNTINGTON BEACH, Calif. On March 9, residents of Orange County, California, will vote to fill the Board of Supervisors seat vacated in District 2 when Michelle Steel left for Congress. The election is to be certified by April 8.
The Epoch Times spoke with voters in the district ahead of election night to see how they would vote and why. Most declined to comment or said they didn’t know much about the election. Those who did comment identified homelessness as one of their top priorities for the new supervisor to tackle though they placed their hopes in different candidates for addressing that problem. ....

With the race for the Orange County Board of Supervisors’ second district seat gearing up, The Epoch Times reached out to all five candidates regarding their views on some of the county’s top issues.
The topic of homelessness has been a major county problem for years, and is one cities throughout the county continue to address.
Each candidate was asked, “If elected, what would you do to address homelessness in Orange County?”
Former State Senator John Moorlach who once held the District 2 seat emphasized his past work in helping mentally ill and homeless residents. He said he would bring his state experience to continue working to address the crisis. ....
