Smith, Mildred Ruth Romine Friday, March 12, 2021 Mildred Smith Mildred Ruth Romine Smith of Signal Mountain, Tennessee, passed away on Tuesday, March 9, 2021, at the age of 91. She was the daughter of the late John Carlen and Nora Bell Hooks Mansel originally of Bethpage, Tn. With her late husband, they operated Ralph’s Coiffures for over 40 years in the Signal Mountain community.
