Typhoon signals hoisted over Bicol provinces

(Infographic courtesy of OCD Bicol) LEGAZPI CITY - Several Bicol provinces are now placed under Tropical Cyclone Wind Signal (TCWS) No. 2 as Typhoon Odette intensified as it moves toward the Viayas Region, the state weather bureau said Thursday. In its 11 a.m. bulletin, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said "Odette" was last tracked 330 kilometers (km) east of Surigao City, Surigao del Norte. Under TCWS No. 2 are the southern portion of Albay (City of Tabaco, Malilipot, Rapu-Rapu, Bacacay, Sto. Domingo, Legazpi City, Manito, Camalig, Daraga, Jovellar, Guinobatan, Pio Duran, Ligao City, Oas), and the provinces of Sorsogon and Masbate including Ticao and Burias Island. TCWS No. 1 has been hoisted over Catanduanes, Camarines Norte, Camarines Sur, and the rest of Albay. PAGASA said "Odette" is forecast to continue intensifying until its expected initial landfall in the vicinity of Siargao-Bucas Grande Islands or Dinagat Islands between 1 p.m. and 3 p.m. Thursday. The typhoon may reach a pre-landfall peak intensity of 175 to 195 kilometers per hour (km/h) prior to landfall. Meanwhile, Albay Governor Al Francis Bichara issued an advisory placing the province under a preparedness status for the adverse effects of Typhoon Odette. Bichara said all disaster operation centers in the province are now activated and tasked to undertake close monitoring with a state of readiness. The advisory also imposed the "no sailing" policy on all seacrafts in territorial coastal and inland waters. "All local Disaster Risk Reduction Management Offices and Barangay DRRM Councils are advised to monitor their respective areas particularly those exposed to flood, lahar, flash flood and landslide and take the appropriate and timely countermeasure when needed," the advisory read. Residents along river channels are advised to avoid unnecessary river crossing due to possible swelling and flash floods. Legazpi City Mayor Noel Rosal, on the other hand, issued an advisory directing all barangays to mobilize their respective DRRM committees and task units to maximize preparedness actions down to the household level, especially for residents in low-lying, coastal, and riverine areas as well as in places at risk to rain-induced landslide and lahar flow. "Households and families in these critical areas should prepare their emergency kits with personal protective equipment (PPE) and other needs for eventual localized preemptive evacuation to higher and safer areas that will be managed by their respective barangays," he said. Rosal also said the city Emergency Operation Center has been activated and is now placed under yellow alert status. (PNA) }

Power in Albay town, barangay cut due to unpaid bills

LEGAZPI CITY, Albay – The Albay Power and Energy Corp. (APEC) confirmed Saturday, May 15, that power in the entire municipality of Rapu-Rapu and Batan Island were completely shut down due to unpaid bills.
Lesley Capuz, APEC spokesperson, said that the shutdown was conducted around 12:18 p.m.  after delinquent customers failed to pay arrearages amounting to P15 million out of P32 million arrearages in six years.
“Please be informed that power services to the entire municipality of Rapu-Rapu were completely shut down 12:18 noon today, May 15, 2021. Power services to Barangay Batan of the same town were earlier shut down at 12:00 noon,” Capuz said.

Darkness looms in Albay town over P32-M unpaid power bills


 
This, as APEC has threatened to cut off the town’s power supply if it fails to settle its power bills that have piled up after some seven years, Pat Gutierrez, APEC spokesperson said.
 
In a phone interview on Monday, Gutierrez said the island town has a cumulative P32 million of unpaid bills since 2014, when APEC took over the management of the debt-ridden Albay Electric Cooperative (ALECO).
 
Dennis Ilan, APEC deputy general manager, on May 4 requested the National Power Corporation (NPC) Bicol Operation Division to cut off power services in the island town for its failure to pay its outstanding bill despite the repeated call to thousands of consumers to settle their account.

NDRRMC: Over 68K people displaced due to typhoon 'Bising;' authorities validating 2 casualties

The National Disaster Risk Reduction and Management Council (NDRRMC) said it is yet to confirm the death of 79-year-old Alberto Wales who was reportedly hit by an uprooted coconut tree in St. Bernard, Southern Leyte.
The agency is also confirming reports that 40-year old fisherman Louie Din went missing after sailing into the sea before the Bising onslaught. His three companions were able to return to their homes.
“We received the information regarding [the] casualties reported from Region 8 but the data are still subjected for further validation.” said Easha Mariano, of the NDRRMC media affairs unit.
In a situational report, NDRRMC Executive Director Ricardo Jalad said a total of 18,467 families composed of 68,490 individuals were pre-emptively evacuated in Bicol and Eastern Visayas.

The Catholic Church’s social arm and several bishops have condemned Philippine President Rodrigo Duterte's decision to lift a nine-year moratorium on new mining deals, saying the move will likely have a catastrophic effect on poor and marginalized communities.
The moratorium was signed in 2012 by former president Benigno “Noynoy” Aquino for government authorities to check and renegotiate contracts with mining firms in cases of environmental abuse.

Signal No. 1 lifted as PAGASA downgrades Auring to LPA

State weather agency PAGASA lifted Monday the prevailing storm signal as it downgraded Auring, now headed for the eastern coast of Albay, into a low pressure area (LPA).
In its 2 p.m. bulletin, PAGASA lifted the Tropical Cyclone Wind Signal No. 1 over nine areas but said the northeast monsoon or Amihan will continue to bring a strong breeze to Batanes, Babuyan Islands, Aurora, and Quezon.
The weather bureau said Auring weakened into an LPA at 11 a.m. prior to crossing the Rapu-Rapu Islands in Albay.
The center of the LPA was last seen over the coastal waters of Rapu-Rapu.

14 health workers, 2 others rescued in waters off Albay

LEGAZPI CITY(PNA) – At least 14 health personnel under the Nurse Deployment Program (NDP) of the Department of Health (DOH) in Bicol were rescued on Saturday by members of the Philippine Coast Guard (PCG) when their motorized boat capsized after being smashed by big waves off the coast of Rapu-Rapu town in Albay.
Gremil Naz, Office of Civil Defense (OCD)-Bicol spokesperson, said rescued were 13 nurses, a midwife, and two boatmen.
Naz said the DOH-NDP team was deployed in Rapu-Rapu island, and was on its way back to Legazpi City when the accident took place.
“But they were all rescued and no casualty,” Naz said on Sunday.
