Siskiyou Daily News Despite his defense attorney alleging that racial bias may be in play, Siskiyou County Superior Court Judge Karen Dixon increased Hmong businessman Mouyang Lee's bail from $2 million to $3 million at a bail hearing last week. She cited concerns that Lee was playing a "shell game" to launder the money he was intending to use for bail, and said she's concerned that he could be a flight risk since he has family in Thailand.
