Philadelphia would impose a $2,000 fine on illegal street racers, seize cars suspected of engaging in illegal street races and add 'drifting' to its traffic code in order to prevent drivers from engaging in illegal activity on city streets under a proposal introduced in City Council on Thursday. The legislation comes in the wake of the shooting death of Anthony Allegrini Jr., an 18-year-old from Glen Mills who was shot after allegedly striking two state troopers with his vehicle during a large car meet on I-95 early Sunday morning.
