If Arizona wants a secure water future, it must do more to settle tribal water claims

Water policy can be a zero-sum game. When one water user gains, the benefits are equally balanced by losses that leave others out to dry.
The exceptions to this rule, while few and far between, are where Arizona leaders need to look for solutions.
Tribal settlements demonstrate that water policy does not need to be zero sum. These settlements offer mutual and compatible benefits for tribal communities, cities, farmers, developers, conservationists and industrial water users.
