Magat Dam safe and in good condition, officials assure

RAMON, Isabela – Officials of Magat Dam assured the huge water reservoir in Luzon is in good condition, allaying fears among the people living around the area that the recent 7.1 magnitude earthquake may have caused some structural damages to it.

This was based on the initial assessment made by the field engineers.(Photo courtesy of NIA-UPRIIS) CABANATUAN CITY, Nueva Ecija -The mammoth Pantabangan dam and other irrigation facilities within the Upper Pampanga River Integrated Irrigation System (UPRIIS), were spared from damage by the magnitude 7.0 quake that hit most parts of northern Luzon. This was based on the initial assessment made by the field engineers as instructed by UPRIIS department manager Rosalinda B. Bote. These facilities include Masiway Dam in Pantabangan (under Dam and Reservoir Division), Tayabo Dam in San Jose City, Torre and Cojuangco dams in Talavera, Macanae Dam in Lupao (Division I); Vaca Da in Llanera, Murcon in Talavera, Rizal Dam in Rizal (Division II), Atate and Aulo dams in Palayan City, Upper Tabuating Dam in Gen. Tinio (Division III); and Penaranda dam in Penaranda (Division IV). Bote, however, said that further site inspection and evaluation of the dam and its appurtenant structures, irrigation facilities, and office buildings along with other in-progress rehabilitation and construction of infrastructure projects, are being conducted. "Initial analysis on data are categorized as intensity IV, perceived shaking as light," she said in an interview on Friday. Bote instructed all UPRIIS engineers to strictly monitor the dams and major irrigation facilities so as not to impede the delivery of irrigation water. Meanwhile, the proposal to put up an aquaculture park in the Pantabangan dam is now underway. The Bureau of Fisheries and Aquatic Resources (BFAR), as well as other concerned agencies and the local government of Pantabangan, have conducted a meeting on the harmonization of operational guidelines on the proposed aquaculture park. BFAR Regional Director Wilfredo Cruz said among the issues discussed during the meeting were the proposed guidelines of operation, activities, and structures to be allowed, technical conditions to be followed as well as the requirements to be submitted by technical users and other pertinent matters. He said most issues were settled and all agency representatives agreed to make adjustments at their end and to come up with one unified manual for the users. Once harmonized and finalized, Cruz said this will be presented to the Protected Area Management Board for review. Pantabangan Dam is a multi-purpose dam mainly used for hydroelectric power generation and irrigation for the rice fields of the province but nearby communities have also made a living out of fishing in the reservoir. Considered one of the largest in Southeast Asia and one of the cleanest in the Philippines, the construction of the dam began in 1971 and was inaugurated in 1977 by then President Ferdinand Edralin Marcos. Magat Dam to generate power for May 9 polls

MANILA - The Magat Dam in northern Luzon will release water for power generation from March 5 to May 9 to help boost the available power supply for the coming national automated elections. The water supply will continue during the period as the facility is scheduled to stop releasing irrigation water, with the current cropping activities in its service area over by then, acting head of the Flood Forecasting and Instrumentation Section of the Dam and Reservoir Division (DRD) of the National Irrigation Administration - Magat River Integrated Irrigation System, Edwin Viernes, said on Saturday. The dam will have a water allocation of about 40 cubic meters per second (cms) for power generation during the period, Viernes said. "That will produce around 25 megawatts of power," he said, noting that the production would help boost the availability of power, especially for the national polls in May. Water in Magat Dam has been decreasing due to a shortage of rainfall over the watershed where it is located, DRD data showed. However, Viernes said for January, Magat still has a normal irrigation water allocation of 160 cms to support nearly 86,000 hectares of rice farms in the dam's service area. He said Magat's February irrigation allocation may be slightly lower as the rice plants are due for harvesting later in the month. Magat will continue releasing irrigation water until March 5, then stop until May 9, Viernes said. There will be maintenance work for irrigation facilities in Magat's service area while the dam is not releasing water for cropping activities, he said. The DRD said non-release of irrigation water would help increase water in Magat. The multi-purpose Magat Dam of Isabela, located on the Magat River at the boundary between the municipalities of Alfonso Lista in the province of Ifugao and Ramon in Isabela, is known for being the source of irrigation water and hydroelectric power. Lower water allocation likely in Magat Dam

File photo MANILA - Magat Dam in northern Luzon is facing next month the possibility of having reduced allocation of water for irrigating its palay-growing service areas totaling nearly 86,000 hectares. The expected continuing dip in Magat's water due to rainfall shortage may prompt a reduction, said Edwin Viernes, acting head of Flood Forecasting and Instrumentation Section of Dam and Reservoir Division (DRD) of National Irrigation Administration-Magat River Integrated Irrigation System. "Reduction in Magat's allocation or irrigation diversion requirement is likely if there will be no favorable inflow that can considerably raise water in the dam," he said Tuesday, adding that water flowing into the facility is only about 75 percent of what it normally receives. However, there is low possibility for an anticipated favorable inflow soon as Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) forecast only one or even no tropical cyclone (TC) in Philippine Area of Responsibility (PAR) this month. TCs are weather systems that may bring over Magat Dam's watershed rainfall which can increase its inflow to considerably raise water level. Historical PAGASA data show that during January, TCs that form inside PAR either do not landfall in the Philippines or strike the Visayas' eastern section -an area far from Magat- then dissipate or recurve and move away from the country. Despite Magat's situation, Viernes said this month's irrigation allocation is 160 cubic meters per second. The allocation is normal for Magat during January due to high demand for water irrigation to address needs of palay farmers, he said. Magat may have lesser allocation next month but this will unlikely disrupt cropping activities in those areas since the dam will still be able to supply water, he added. Viernes said harvesting palay plants in the area generally begins around late February. Shortage of rainfall over Magat Dam's watershed has been adversely affecting its inflow, thus water level continues to dip, DRD Flood Forecasting, Warning and Hydrology Unit engineer-in-charge Arlen Alejandro said. "That watershed hasn't received significant rainfall during the past few weeks," she said. Alejandro forecasts Magat Dam's water level to be around 180 meters this February 15, which is lower than the 184.70 meter-high 6 a.m. water level PAGASA reported for the dam on Tuesday. Water level in the area during the same period last year was at 191.60 meters, PAGASA said. (PNA) }

Expected rainfall to boost Magat Dam's water level

(PNA file photo) MANILA-Magat Dam's water is decreasing due to below-normal rainfall in its northern Luzon facility but may still increase and further support the dry cropping season activities this year. Northern Luzon is experiencing below-normal rainfall although the prevailing northeast monsoon or "amihan" and other weather systems may bring rain that can increase Magat's water, said Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) hydrologist Richard Orendain. Such increase will help the dam better irrigate its service areas in northern Luzon to further support dry season cropping activities there, he noted. "That dam easily reacts to rainfall so it's unlikely for water there to run short soon," he said. He said Magat Dam can fill up without difficulty when it receives rainwater from its big watershed. PAGASA said Magat Dam's 6 a.m. water level on Tuesday was at 183.90 meters or 9.10 meters below its spilling or normal high water level. National Irrigation Administration-Magat River Integrated Irrigation System's Dam and Reservoir Division acting manager Carlo Ablan, however, said it is still possible for Magat Dam to continue supporting ongoing cropping activities of its customers as various weather systems may bring rain that can increase its water and prevent this from dipping to the critical level. "According to PAGASA, (the) La Nina phenomenon may prevail until around the first quarter of 2022," he said. PAGASA said La Nina is the cool phase of El Nino Southern Oscillation, a naturally occurring phenomenon of the climate system. Monsoon activity and winds from the east are stronger during La Nina, PAGASA noted. Development of more tropical cyclones and occurrence of above-normal rainfall due to increased cloud formation are among La Nina's effects on Philippine climate, it added. (PNA) }
