Chief: Officers followed law, policy in fatal shooting

Oak Ridge Police Chief Robin Smith told City Council this week that the officers who shot and killed city resident Fred Arcera acted in self defense and did not violate the law or ORPD policy.
“What they did was within policy and within (the) law,” Smith said referring to Oak Ridge Police Department policy. He said the policy part was the ORPD’s to determine, while the law part was up to Anderson County District Attorney General David Clark.
“The officers were in imminent danger as Mr. Arcera moved toward them with his knives,” Smith told Council at its Monday work session. He said his report to Council was based on the report by Clark and information from the Tennessee Bureau of Investigation.
