FARRELL â Farrell Council adopted on Monday a preliminary budget that raises property taxes and allows the Stey-Nevant Library, to stay open, at least for a while. The budget, which calls for spending $3.4 million, includes a 4.5-mill tax increase to 32.17 mills.
