Five lower court judges were elevated to Circuit Courts in Norfolk, Virginia Beach, Chesapeake, Hampton and Portsmouth. Lawmakers also selected nine lawyers to fill vacancies in General District and Juvenile and Domestic Relations Courts around the region.
