Aurora to pursue appointment of independent monitor for police department


Aurora’s city manager and police chief said Tuesday they plan to pursue the appointment of an independent monitor for the city’s police department with the help of the city council and mayor, a move intended to increase accountability and rebuild public trust after the death of Elijah McClain in police custody.
City Manager Jim Twombly made the announcement at a news conference in response to a report on McClain’s death released Monday and prepared by an independent investigation panel.
The announcement comes on the heels of statements in the report and by members of the panel that their investigation of McClain’s death and the police department s subsequent inquiry found systemic failures of accountability within the department. ....

Officials in Aurora, Colorado, said Tuesday that an independent monitor will be set up to scrutinize police discipline and transparency after an investigation triggered by the in-custody death of Elijah McClain found a failed system of accountability.
I believe the investigative team has identified the issue that is at the root of the case: the failure of a system of accountability, City Manager Jim Twombly told reporters.
McClain died in August 2019, three days after he was stopped by Aurora police, put in a carotid hold and injected with ketamine. No charges were brought against the officers because District Attorney Dave Young wrote in a June 2020 letter that prosecutors lacked evidence to prove the officers caused McClain s death or that their force was unjustified. ....

Report: Medics Didn't Examine McClain Before Giving Ketamine

Aurora police and paramedics made substantial errors at nearly every stage of their interaction with Elijah McClain and the detectives tasked with investigating the incident that led to the 23-year-old s death stretched the truth to exonerate the officers involved, an independent investigation found.
Aurora police officers did not have a legal basis to force McClain to stop walking, to frisk him or to use a chokehold on him, according to the the investigation commissioned by the city released on Monday.
Paramedics with the city s fire department failed to properly evaluate McClain or even attempt to speak to him before injecting him with a powerful sedative. ....
