ROCKFORD — Identify a revenue stream to fund a sorely needed capital improvement plan, revive parts — if not all — of a 2018 strategic plan and, perhaps most importantly, bring financial stability and a sense of civility to Winnebago County government.
Those are some of the tasks on the to-do list of newly elected Winnebago County Board Chairman Joe Chiarelli as he begins his first 100 days in office.
Some of those tasks would be a challenge in the best of economic times. They're even more difficult in the midst of a global pandemic when lives have been lost and many businesses are struggling or have shuttered.
