In hopes of addressing housing crisis, Spokane considers legalizing denser development
City leaders have proposed a one-year pilot to legalize a type of housing known as the missing middle – housing for working people who can’t yet afford to buy. Duplexes would be legalized everywhere. Developers could start building townhouses, and subdivided housing known as “fourplexes" would be legal along transit routes.
