Police say the driver involved in the crash remained at the scene, but did not state whether that driver will face charges.
The cleanup is continuing on the Seacoast after two storms last week brought historic flooding to the region.
Part of Route 1A in Rye is still closed because of debris and lingering floodwater. Officials said repair work on the road is paused as the coast braces for another storm Tuesday.
No serious injuries were reported in the crash, which involved an 18-wheeler that was hauling U.S. mail.
