A Utah lawmakers wants to encourage Utah parents to bump Halloween celebrations, including trick-or-treating, to the last Friday in October every year, not necessarily on Oct 31. The resolution, SCR5, passed out of the Senate Government Operations and Political Subdivisions Committee on Wednesday and will go to the full Senate for a vote.
