Kurtz-Cogar, 28, Salineville, struck a deer on Glasgow Road in Wayne Township at 7:15 a.m. Feb. 11. Latisha R. Nelson, 33, Dallas, was cited for hit-skip and prohibition against parking on highway at 4:40 p.m. Feb. 5. Nelson improperly passed the vehicle of Richard Bailey, 56, Lisbon, on U.S. 30 in Center Township. Nelson stopped abruptly, causing Bailey to rear-end her vehicle.
