The minimum wage would apply to businesses with at least 15 employees and would rise to $20.29 for medium-sized businesses and $18.29 for smaller-sized employers.
The special election will be held on Feb. 13, 2024.
The initiative will now go to voters in the February 2024 Special Election.
Election results will be certified on Nov. 28.
