Con-Tech were the lowest of five bidders for that portion of the contract. Their original bid was higher, at $6,495,362. Sean Bayer of KGS Group noted to council that costs savings of $85,000 were found, which included the removal of items such as a ventilation system in the wet well, alternative concrete sealant, changes to the metal snow fence and modification of the snow fence. Bayer acknowledged in his presentation they had been targeting a higher cost savings of $100,000, but “those are the savings,” he said. Bayer also spoke about the removal/decommissioning of the sewage treatment plant. Upon further review, consideration of this cost was recommended and it comes to $700,000. He cited the long-term risks of delay and the benefit of addressing it now rather than down the road.
That bad news was revealed Monday as councillors decided on awarding the tender for the sewage force main and sewer trunk lining portion of the project. Council awarded the tender to the lowest of three bidders, Hamm Construction Ltd. of Saskatoon, in an amount up to $8,928,500 including PST and not including GST. This was on the recommendation of project engineer, AECOM Canada Ltd. That tender bid actually fell below the initial price estimates by about $122,000. It was the costs for the rest of the project that produced the headaches for council on the evening. According to the memo provided by Director of Operations Stewart Schafer to council, Contract 1 for the sewage pumping station is now estimated at $5,751,454, almost $2 million more than initial estimates.

That is $1.5 million over the original submitted cost of the project of $13.6 million. Of that overage, Bayer said half of it is made up of construction PST, which was a provincial government dictate that came in after the city applied for the project in 2017. Checking with the feds, Bayer said there was nothing that could have been done by city staff about it. Essentially, he said, the timing of the submission is the driver of that cost. Bayer said it was a cost the city would not get back. “You used to get refunded the cost of PST, and no longer is that the case,” said Bayer.
