An Oregon organization is pushing for a state measure that would make luggage more accessible for foster children who often use garbage bags when transporting their personal belongings from foster home to foster home. The Child Welfare Data Book, published by the Oregon Department of Human Services, showed that 8,620 children spent at least one day in foster care in 2021.
Oregon foster children often stow their belongings in plastic garbage bags when they are shuffled from one home to the next.
Advocates and lawmakers want Oregon to end the practice, saying the trash bags send a message to vulnerable children that they are garbage.
