Glenn Youngkin, and other local leaders announced Wednesday an ambitious plan for a public-private partnership that would relocate the NBA’s Washington Wizards and NHL’s Washington Capitals from D.C. to a newly proposed entertainment district in Alexandria's Potomac Yard.
