Oregon Governor Kate Brown is calling a special session of the state legislature, imploring lawmakers to address a handful of legislative concepts and a decision on allocating $800 million in state money.
Most of that, about $600 million, would go to the state s emergency board to pay for things related to the COVID-19 pandemic and wildfire relief. That money would help distribute vaccines and increase contact tracing as Oregon sees well over 1,000 daily cases. 
The rest, about $200 million, will be set aside to help landlords and tenants, under a proposal shared by Democratic Senate leaders Tuesday. The draft bill sets up a fund for landlords to recoup 80% of their unpaid rent if they agree to waive the remaining 20% for tenants.  ....
