Start with moving a whole lot of earth, both above the ground and below. The City of Hornell Industrial Development Agency this week continued to set the foundation for a new 135,000 square foot rail car manufacturing facility on Shawmut Drive, applying for a $4.5 million grant from the U.S. Economic Development Administration (EDA) to offset some costs associated with the project.
