　　告知书称，经过对海通证券、海通资管在开展投资顾问、私募资产管理业务过程中未审慎经营、未有效控制和防范风险、合规风控管理缺失等违规行为的调查，证监会拟对海通证券采取责令暂停为机构投资者提供债券投资顾问业务12个月、增加内部合规检查次数并提交合规检查报告的监管措施。
　　 3月26日，国务院国资委下发《关于加强地方国有企业债务风险管控工作的指导意见》（下称《指导意见》），该文件从完善监测预警机制、分类管控资产负债率、开展债券全生命周期管理、依法处置违约风险、规范债务资金用途等八个方面，指导地方国资委落实主体责任，有效防范化解企业重大债务风险，坚决守住不引发区域性、系统性金融风险的底线。
　　《指导意见》明确，各地方国资委要加快建立健全地方国企债务风险监测预警机制，精准识别高风险企业，重点防控债券违约。
　　 3月28日，央行网站消息显示，央行、发改委、财政部、银保监会、证监会发布《关于促进债券市场信用评级行业高质量健康发展的通知（征求意见稿）》（下称《通知》），公开征求意见。
　　针对国内信用评级的一系列问题，《通知》第一条就提出了，加强评级方法体系建设，提升评级质量和区分度。
　　 “《通知》的发布，将倒逼评级机构有所作为，躺着赚钱的日子要结束了。”一位券商投行人士对第一财经记者表示。
　　国金证券(600109,股吧)研究报告指出，《通知》中首先提到“信用评级机构应当构建以违约率为核心的评级质量验证机制，制定实施方案，逐步将高评级主体比例降低至合理范围内，形成具有明确区分度的评级标准体系。”
　　过去两年我国信用债市场违约事件频发，违约主体评级不断提高，其中也不乏AAA级主体。
　　将违约率作为评级质量验证的核心，可以倒逼评级机构必须及时准确地提供评级结果，推动评级机构更加关注受评主体隐藏的违约风险，提升信用评级整体质量。

AAA债券违约引发强监管，上半年主体评级上调锐减九成
这37只上调评级的债券共涉及15家发行人。作为对比，2020年上半年共有49家主体被下调评级，158家主体评级上调。也就是说，2021年债券评级上调主体同比减少90.5%。
而今年上半年则有274只债券评级被调低。其中，公司债142只，占比超50%；企业债51只，中期票据47只，可转换债券23只，资产支持证券7只以及金融债4只。
究竟发生了什么，今年债券评级市场会有如此表现？
屋漏偏逢连夜雨，2020年11月23日，永煤又有两只债券违约，涉及本息金额总计20.57亿。
第一财经记者询问中诚信征信对于今年上半年评级机构大范围调低债券评级的看法时，中诚信征信相关人士表示“不便回答”。
