Medicaid, government-paid health insurance for more than 3 million low-income or disabled Ohioans, is typically the state's largest expenditure totaling billions of dollars.

More than 400,000 Ohioans may lose Medicaid coverage– government-paid health insurance for low-income or disabled people– this summer when the federal government's COVID-19 emergency declaration ends, according to the Commonwealth Fund. Under the declaration, Ohio and other states were unable to take people off Medicaid, even if they became ineligible.
