In signing off on the $12.47 billion state budget, Gov. Kevin Stitt cites "the most transparent budget process in state history."
The newly-signed bill, House Bill 4156, conflicts with federal law and thus, violates the Supremacy Clause of the U.S. Constitution, according to the letter sent by the DOJ.
