The incoming Franklin County Sheriff, who has been charged with assault for kicking a handcuffed man, is facing another criminal inquiry, according to Vermont State Police.
State Auditor Doug Hoffer attributed the problems to “poor recordkeeping, key staff turnover, and slow adoption of strategies recommended by the City’s own auditors.”
In response to the audit, the department announced it would digitize the grievance system and create a Corrections Investigative Unit.
