Only Norway and Belarus among developed countries are on track to achieve their climate goals for this decade, according to a report by the Council on Energy, Environment and Water. The report found that developed countries are expected to collectively emit an additional 3.7 gigatonnes of CO2 in 2030, representing a 38% overshoot of their reduction targets.
