LCP finalized, minus policies on hazards

Marin County’s updated Local Coastal Program will go into effect within a month, following a vote by the Board of Supervisors last Tuesday to approve the final document. Yet the update, which will guide development in the coastal zone in compliance with the California Coastal Act, excludes the chapter on environmental hazards policy, upsetting some groups that are eager to see new guidelines on threats like sea-level rise and wildfire. The hazards chapter was last updated in 1982; now, the county has until next spring to finalize it. 
At a hearing last Tuesday, supervisors accepted the staff recommendation presented by Jack Liebster, a planning manager with the Community Development Agency who has led the update process over the past 13 years. Beleaguered Lagunitas tea seller given three months to vacate property

Marin County is a step closer to winning its long legal battle with a Lagunitas tea seller whose property is filled with experimental, unpermitted structures. Last month, a judge ordered David Lee Hoffman to vacate and turn over possession of the property called the Last Resort, where Mr. Hoffman has lived for almost half a century, within 90 days. 
Presiding over a tea ceremony with some regulars at his Tea Museum, Mr. Hoffman seemed uncertain, if not especially worried, about the future. He said he doesn’t have a clear plan for what to do within the next three months. “I really didn’t think it would come to this,” he said. “I thought the judge would be creative enough to come up with a better solution.”  ....
