Would have this kind of effect? well, for example, if it s a kind of a pipe bomb that s made with black pouder and a timing device, and as we saw in the early reporting, shrapnel, bbs, whatever. that s a device that s not overly complicated to make. and that would expand the circle of plausible suspects because that is a capacity that many people have. less technical, the easier it is for the average person to get their hands on this. as opposed to some of the devices that we ve seen coming out of the afghanistan and pakistan that are made by more sophisticated bombers and techniques, for example, where they use tatp as the explosive. this was the device that was attempted to be used in the new york subway. this takes a higher degree of train. it s also a lot more lethal. ....

Against it. this is a very prudent measure on the part of the united states to posture itself much more not aggressively, but in a much more probably fulsome way in order to handle all types of contingencies that might be coming out of the north. general, the u.s. doesn t have actual assets on the ground in north korea, presumably satellite. how do we kw what north korea is up to? very difficult. we have great technical, are you exactly correct, brooke. we have great technical collection against north korea the only way we can penetrate north korea, we do that by way of interrogations that take place routinely from refugees that leave north korea, routinely coming through china and other means of getting out of the kingdom up north. so we are able to get insight. we also have periodic visits. you spoke to governor richardson ....

Better than another. i think it s one of the reasons why you need some sort of technical, nonpolitical body, maybe a couple of them to judge these things. i like the idea of a national infrastructure bank that might be like the world bank, which does countries, would have technical experts who wouldn t necessarily decide things, but at least give a point of view, to say what are really the benefits, what are the likely costs? we need a way to do that. there are just thousands and thousands of different projects all competing for the same money. and that s often the criticism. these things if you have an infrastructure if it becomes political, people will want it in their districts. people are going to tweet me to say that was amazing. i love that we re doing this, i love that we re building that tough and i m going to get as many tweets from people who say i have nothing to do with new york, i m never going to use the second avenue subway. why is $1.3 billion going into this. how do ....

And in an age of cheap money, that s the kind of return we should be looking for? first, i was startled by that report. those boring machines look like they are out of a novel. it was futuristic. it was incredible. i m sure my kids would like to go watch them in action. but that is the tough question that s a very political question. there are lots of ways to cut the numbers to say one project better than another. i think it s one of the reasons why you need some sort of technical, nonpolitical body, maybe a couple of them to judge these things. i like the idea of a national infrastructure bank that might be like the world bank, would have technical experts who wouldn t necessarily decide things, but at least give a point of view to say what are really the benefits, what are the likely costs. we need a way to do that. there are just thousands and thousands of different projects all competing for the same ....
