What happened was when the cold case units were transitioning, they decided to take another look at it. They came up with a suspect who had basically kidnapped a juvenile out of a store in 1981 for which he was arrested. He absconded, was arrested again on a warrant in 82. He was convicted. He lives right basically across the street from where Kevin Collins was taken. He has a large black dog. Witnesses that saw the suspect said that the suspects had a large black dog.
