An 18-year-old Henrico man is under arrest, charged with second-degree murder in the shooting death of a 19-year-old in Henrico April 22. The victim, Timothy Hicks, was shot inside a residence in the 3700 block of Whitlock Avenue in Henrico (near the intersection of Laburnum Avenue and Mechanicsville Turnpike) sometime before 11 p.m. that day.
