A Closer Look at Title I: Making Education for the Disadvantaged More Student-Centered
Congress should (1) reform Title I of No Child Left Behind to return to the original student-centered goal of compensatory education; (2) streamline the funding formula to use a simpleper-pupil allocation to improve transparency; and (3) allow statesto implement simplified student-centered funding that provides aidmore directly to students, thereby allowing greater portability andschool choice.
