Three police officers involved in the rough arrest of a 73-year-old Colorado woman with dementia have resigned, officials said Friday. Loveland Officers Austin Hopp and Daria Jalali and Community Services Officer Tyler Blackett were all on administrative leave before Chief Robert Ticer announced their departures from the police department during a press conference.
During the press conference, Ticer didn't specify whether the officers resigned or were fired. Department spokesman Tom Hacker later confirmed they had resigned.
Hopp arrested Karen Garner in June 2020 after she allegedly left a store without paying for about $14 worth of items. Garner filed a federal lawsuit this month saying Hopp dislocated her shoulder when she was arrested and that she did not receive medical care for about six hours after being taken to the county jail.

3 Loveland police officers involved in Karen Garner arrest resign

Three Loveland police officers involved in the arrest and detention of a 73-year-old resident with dementia last summer have resigned, Loveland police officials announced Friday.
Officers Austin Hopp, Daria Jalali and community service officer Tyler Blackett are "no longer employed with the Loveland Police Department," Chief Robert Ticer announced in a morning press conference.
Ticer declined to specify whether the officers resigned or were terminated, calling that a personnel matter. Department spokesperson Tom Hacker later told the Coloradoan the three officers resigned.
The announcement comes about two weeks after a federal civil rights lawsuit was filed by attorney Sarah Schielke on behalf of Garner and her family alleging officers used excessive force and violated Garner's rights under the Americans with Disabilities Act. The lawsuit also accuses the Loveland Police Department of failing to train their officers on interacting with residents with disabilities.

DENVER (AP) — Three Colorado police officers involved in the rough arrest of a 73-year-old woman with dementia — and later seen on video talking about her arrest, laughing and joking at times — have resigned, police said Friday.
Loveland Police Chief Robert Ticer announced the departures of Officers Austin Hopp and Daria Jalali and Community Services Officer Tyler Blackett in connection to the arrest of Karen Garner at a news conference, without providing details about how they left. Department spokesman Tom Hacker later confirmed they had resigned.
Ticer noted that last year's treatment of Garner in the city about 50 miles (80 kilometers) north of Denver, revealed by the filing of a federal lawsuit this month, had led to an outpouring of concern and anger in the community, the country and around the world and apologized.

Three Colorado officers who laughed at body camera footage of the violent arrest of a 73-year-old woman with dementia are “no longer employed” by the department, Loveland Police Chief Robert Ticer said Friday.
Karen Garner was arrested in June for walking out of a Walmart with $13.88 worth of items, according to a federal lawsuit filed earlier this month. She was arrested and left with multiple injuries, including a broken humerus, a dislocated shoulder and a sprained wrist, according to the lawsuit.
The arresting officer, Austin Hopp, had been placed on administrative leave. Another officer involved in the arrest, Daria Jalali, had also been placed on administrative leave — as were community service officer Tyler Blackett and Philip Metzler, who supervised Hopp and Jalali at the time of the arrest.

“Our goal at the Loveland Police Department has always been to make our community proud. We failed and we are very sorry for that,” he said.
After Garner filed a federal lawsuit this month and her lawyer released body camera footage of her arrest, the department announced it was putting Hopp, the arresting officer, on leave. Jalali and Blackett were put on leave later, as was a sergeant. The sergeant remains on leave.
The officers could not be reached for comment on Friday.
Hopp, Jalali and Blackett were seen on surveillance video released by Garner's lawyer this week watching Hopp's body camera footage while Garner sat handcuffed in a holding cell nearby. Garner’s lawsuit said Hopp dislocated her shoulder during the arrest and that she did not receive medical care for about six hours after being taken to the county jail.
