Awaiting permit to cleanup NY Rt. 97; Litter Sweep targeting both sides of river Tri-County Independent NARROWSBURG, NY - With two weeks to go before the second annual Upper Delaware Litter Sweep, the Upper Delaware Council (UDC) is hoping for the similar consideration from New York Department of Transportation (NyDOT) as they have received from their Pennsylvania counterpart.
