International students accused of ‘importing’ COVID-19
Fears that foreign students may be importing COVID-19 to Northern Cyprus have been growing following reports that 27 new African students who registered at Cyprus International University tested positive for the virus.
This, in turn, has sparked behaviour towards international students which they perceived to be xenophobic and racist, according to Voices of International Students (VOIS) in Cyprus, a student-led organisation advocating the rights of foreign learners.
The nationalities of the infected students were leaked by local publications which pointed out that, because the students who tested positive are African, they could be spreading COVID-19 variants found in Southern Africa. ....

University World News reported on the consequences of the COVID-19 pandemic for higher education capacity building efforts in the Global South. A long tradition of face-to-face North-South cooperation had been transferred overnight almost entirely to virtual cooperation. Professionals in the field expressed relief that this change was made quite successfully but feared the longer-term effects.

New threats to academic freedom emerge from pandemic
New threats to academic freedom globally have emerged as a result of the COVID-19 pandemic and the shift to physically distanced teaching, learning and examinations and virtual offerings or remote collaborations online, according to just-published global data and analysis.
Most notable among these are increased opportunities for surveillance of research, teaching and discourse, as well as sanctions, restrictions, self-censorship and isolation, data from the Academic Freedom Index 2020, published on 11 March, shows.
“While this is especially true in repressive countries, online harassment can be experienced anywhere. Even if the coming year will see us emerge from the depths of the pandemic, states, higher education leaders and institutions, funders and advocates alike must remain alert to and guard against an entrenching of such threats to academic inquiry and expression, be they new or old,” say the authors of ....

Regional education visa mooted in SADC strategic plan
The Southern African Development Community (SADC) is considering a regional visa for students, researchers, scientists and academics in a development that could see them enjoying benefits such as customs exemptions, if it is approved.
It builds on the SADC ‘Protocol on Education and Training: Interventions’, which deals with regional mobility in the education sector, and has included the treatment of SADC students as local students with respect to tuition, application and examination fees in public universities in most of the 16 member states.
The SADC protocol acknowledges that, while each member state has its own policies for education and training, there is a need to develop harmonised and eventually standardised policies regarding education and training. These projects are well under way, according to the new development plan. ....

Higher education needs funding boost to meet standards
According to a study by accountancy firm PwC for departing Education Minister Ingrid van Engelshoven, Dutch universities structurally need €800 million (US$956 million) per year, as well as a once off investment of €300 million, to get the level of education and research back to the desired level, reports
NL Times.
In a letter to parliament, Van Engelshoven wrote that PwC found that the current budget for MBO and HBO is sufficient to maintain the current education level. But more investment is needed to bring this education up to the desired level.
When it comes to universities, however, much more investment is needed. According to PwC, €400 million per year is needed to keep education at the current level. If you want to bring the quality of education and research at these institutions to the desired level, that will require a further €400 million per year, plus a once-off amount of €300 million, t ....
