Dec 21, 2020 A $4.9 million grant is set to fund a new facility in Kokomo that offers housing and treatment for those suffering from mental health or substance abuse issues and offers an alternative to jail or the emergency room. The facility is called a Drop-In Engagement Center, and the grant was awarded to the Community Foundation Serving Howard, Clinton and Carroll Counties by the Lilly Endowment Inc.âs Giving Indiana Funds for Tomorrow.
