After 26-year ban, reinstating Pell in prisons moves slowly
Pell Grants were officially restored for incarcerated students in July. But helping them access the funds is a multi-step process for colleges and corrections agencies. Many people expected college in prison programs to balloon as higher ed institutions took advantage of new Pell dollars and that access to these programs would expand.
