Russian forces appear to have executed at least 15 Ukrainian soldiers as they attempted to surrender, and possibly six more who were surrendering or who had surrendered, since early December 2023, Human Rights Watch said today. These incidents should be investigated as war crimes.

The loss of the city of Avdiivka last month marked the end of a long, exhausting defense for the Ukrainian military. One brigade had defended the same block of buildings for months without a break. Another unit had been in the city for nearly two years. Ammunition was low, and the Russians conducted dozens of airstrikes every day. Kremlin soldiers came in waves. Then on Feb. 9, a battalion commander disappeared after getting into a car with two other Ukrainian soldiers. One was found dead. The officer and the other are missing. Within a week, Avdiivka fell to Russia.
Within a week, Ukraine had lost Avdiivka, the city in the Donetsk region that it had been defending since long before Russia's full-scale invasion. Nearly surrounded and vastly outnumbered, the Ukrainians made the decision to withdraw and avoid the same kind of deadly siege soldiers experienced in the port city of Mariupol's Azovstal steel mill, where thousands were taken captive or killed.
