How prepared is Drakenstein for disaster? This is how the title reads in the
Paarl Postarticle of 21 January 2021, after the question had been posed whether, if a major disaster, natural or man-made, occurred in the region, the municipality would be well prepared for it.
As a current final-year BA: Disaster & Safety Management student I did some research into just how prepared the Drakenstein Municipality (DM) is by acquiring the Disaster Management Plan and the Covid-19 Management Plan.
I have also acquired the Disaster Management Plan of the City of Cape Town, and I must say in terms of the Disaster Management Act (Act 57 of 2002) we lack quite a few items that should have been stated or noted in the Disaster Management Plan.

How prepared is Drakenstein for disaster?

What if a devastating earthquake, flood or fire hit the valley? What if a petrol tanker explodes within the city limits? What if an aeroplane crashes close by? Are the emergency services of the Drakenstein Municipality (DM) equipped to deal with this? These are just some of the questions that prompt levels of preparedness for disasters.
Ernest Saayman, Acting Director: Community Services, of the municipality says the Fire and Rescue Services are on duty 24/7 alert to respond to any incident – large or small.
“Large-scale incidents are handled in a multidisciplinary fashion, in which we work with other provincial and national spheres of government and local role players to manage the incident,” he said. Saayman said the DM has identified the following disaster risks as priority risks to be addressed by disaster risk reduction as well as preparedness plans:. Fires; . Floods; . Transport incidents – road and rail;. Communicable diseases, eg Covid-19; . Hazmat (hazardous materials) incidents;. No or dysfunctional infrastructure or service delivery (sewerage, toilets, greywater, electricity); . Earthquakes; . Environmental pollution – water, air and ground; and . Severe weather.
