Four districts to be under triple lockdown
Kerala will move into a highly restrictive lockdown phase on May 17. The government will review the regulations again on May 23. A senior official said any relaxation is unlikely till the surge in COVID-19 infections abated to an acceptable level.
Chief Secretary V. P. Joy is chairing a series of meetings and Chief Minister Pinarayi Vijayan is likely to make an announcement around 6 p.m.

V P Joy takes over as new chief secretary | Thiruvananthapuram News


Thiruvananthapuram: Newly-appointed chief secretary V P Joy assumed office on Sunday. The senior IAS officer took over from his predecessor Vishwas Mehta, who retired from the service on the same day.
Joy will be 47th chief secretary of the state. He will be the head of state’s bureaucracy till June 30, 2020. The 1987-batch IAS officer had recently returned to the state after his central deputation and joined as officer on special duty.
At the Centre, immediately prior to returning to the state, he was holding the charge of secretary of coordination and security in the cabinet secretariat.
A native of Kinginimattam in Ernakulam, Joy served as a scientist at Vikram Sarabhai Space Centre in Thiruvananthapuram from 1985 till 1987.

THIRUVANANTHAPURAM: Senior bureaucrat V P Joy on Sunday took charge as the Chief Secretary of Kerala, replacing Vishwas Mehta who retired on the same day.
Joy, a 1987 batch IAS officer from Kerala cadre, was Officer on Special Duty in the rank of Additional Chief Secretary before being selected as the chief secretary of Kerala.  
Joy who was also serving as the Secretary, Coordination, Central Secretariat, was repatriated to the State after his Central deputation.

THIRUVANANTHAPURAM: Additional Chief Secretary VP Joy will succeed Vishwas Mehta as the state’s Chief Secretary. The cabinet took a decision in this regard on Wednesday. Mehta will retire on February 28 and is expected to take over as the Chief Information Commissioner.
Joy, of the 1987 batch, will remain in the top post for more than two years as he is scheduled to retire on June 30, 2023. He had returned to the state cadre recently after his central deputation where he served as the secretary (coordination) with the central secretariat and the chairman of National Authority of Chemical Weapons Convention. On his return, he was appointed officer on special duty in the rank of additional chief secretary.
