SOUTH WINDSOR â The chairman of the townâs Energy Committee said this week heâs hopeful that by 2023 all town buildings and schools will get its electricity from carbon-free sources only, saving taxpayers about $7.7 million over 20 years, and making the town one of the first in the state to achieve such an undertaking.
